Dmitry Petrov 09f0b3fe87 KT-9721: 
- Kotlin/JS still uses package facades.
Handle them properly in StubClassBuilder parentStack.
- Generate backend-related diagnostics in IDE
using light class generation for file facades.
- Drop PackageFacadeStubCache.
